UN finds that Russia executed 77 civilians

On June 27 the UN Human Rights Monitoring Mission in Ukraine (UNHRMM) said that the civilians had been killed while in arbitrary detention. UNHRMM said that 864 people had been arbitrarily detained by Russia: most of them men. Most of these detentions were held to be forced disappearances. UNHRMM said these acts were war crimes and a violation of international law. UNHRMM said the numbers involved are much higher than those stated. UNHRMM has only cited cases where it can document what happened.  The UNHRMM published a report covering acts from 2022 to May 2023. It said that Russia had used torture on a large scale. 91% of those detained had been tortured or ill-treated and in a few cases raped. The report details torture methods used.  UNHRMM spoke to over 1 000 victims and visited over 274 sites. It was refused access to sites controlled by Russia.  The report is based on Ukraine sources and allegations by alleged victims. The case for the defense has not been heard. The allegations have not been proven to a criminal standard. UNHRMM said there were hundreds of cases where detainees were moved to Russian controlled areas or to Russia. The location of some those arbitrarily detained is still unknown. Ukraine was criticized by UNHRMM for 75 cases of arbitrary detention. It said the SBU (Ukrainian intelligence) had disappeared people and there were dozens of cases of torture. UNHRMM did not allege any killings of civilians by Ukraine.
