US and Russia close to agreement on START

On October 14 the US said it had almost concluded an agreement with Russia on the Strategic Arms Reduction Talks (START) Treaty on nuclear weapons. The current START runs out in February 2021. The US is content to extend the current START. They want Russia to stop modernizing and expanding its arsenal. The US said the main points have been agreed but they need to sort out the particulars.Trump would really like a foreign policy success with 20 days to go until the election. He often touted his ability to get along with Russia as a strength of his. The US and Russia do not trust each other and there would need to be a mean to verify that the other side is honoring its promises. The chief negotiators met in Finland earlier in October 2020. Finland is a neutral country and thus often a venue for US-Russian talks. The US is worried by the new generation of Russian hypersonic missiles. Trump says that China will conclude an arms reduction treaty. But there is no sign of that. China is a growing concern for the US. It has a much smaller nuclear arsenal but it is increasing it fast. The US would like China to agree to START, too.
