US Embassy in Moscow barely functioning despite detente

On June 28 the US Ambassador to Russia announced that as of August 1 2021 most consular services will be suspended until further notice. That is because of the shortage of clerical staff. Russia forbade the embassy from hiring non-Americans in May 2021. Therefore, the embassy does not have the staff to process most consular services. Passports, reports of birth and notarial services will no longer be available even to Americans. Visas can be applied for at other US embassies.The US has consulates in Vladivostok and Yekaterinburg but they are tiny.The June 16 summit between the two presidents was remarkably cordial. They agreed that their ambassadors would return. However, the US Embassy in Russia is barely functioning. This has a negative impact on trade. American residents in Russia are finding life harder because of the absence of consular services.
