Executive Summary

This paper examines different scenarios for the demonstrations currently taking place in Brazil. Demonstrations tend to lose strength over time without the participation of civil servants and private sector workers. The central government's response could prevent a further spreading of this popular movement. There is widespread desire for improvements in the functioning of political engagement and a greater, albeit diffuse, non-partisan political debate. There does not seem to be a willingness from the majority to destroy the political system.
